Deemed certification applications under the Ontario Labour Mobility Act, 2009

As of January 1, 2026, veterinarians already licensed in another Canadian province or territory who meet eligibility criteria can apply to begin working in Ontario through the deemed certification pathway. Amendments to the Ontario Labour Mobility Act, 2009 allow for eligible applicants to be deemed certified in Ontario and work for a one-time six-month period while completing their licensure requirements with the College. If you are licensed to practise veterinary medicine in another province or territory and wish to pursue the deemed certification pathway, you will be required to submit an application form, payment of the application fee, and licensure requirement documents. While the deemed certification legislation allows for increased mobility for regulated professions in Canada, the College’s processing timelines for complete applications for licensure allows for labour mobility applicants to obtain licensure within a similar timeframe.
